My only defense is that Tona really doesn't know what's going on behind the scenes in Autumn Bay (and never will). Or, probably, that her old friend Bishop is mixed up in this stuff...

Truth be told, Shelby better dispatch Bishop to intervene sooner rather than later, because even a broken clock is right twice a day.

Also, it should be pretty painfully obvious what Tona's true intentions are; some of this other mayhem and churn is merely to pay the mortgage.

Two of them are, by almost any measuring stick, actual good guys. Shadowlight and the Shroud are only saving the world from existential crises.

Aegis is really interested in one thing: the bottom line (with a side order of integrity, but definitely a side order.)

LI and the Smileys are straight up terrorists.

DoHS:MSV is the covert arm of a would-be fascist.

This is all sorts of semantically difficult to even parse before you get to the partisan bullshit and private agendas. For instance, what is the most applicable definition and standard of treachery in this case?

The real life facts this story draws on say something ugly and complicated about loyalty and hierarchy, in my opinion. Mind you, in my opinion there are very few politicians at the level of congressperson and up in the US that aren't guilty of some level of treachery.
