The simple and boring answer is this is a training exercise, you should never go into battle with people you haven't drilled with unless you're desperate.

A more interesting answer is, some of the people Trump aims Tona at have some security forces of their own....

If you don't have the luxury of picking your enemies, the need to punch upwards is often inescapable. If you do have the luxury of picking your enemies, and you do, there's icky high odds you're an asshole and someone unexpected will come and try to punch you. Trump could fit into both categories, scary as that may be to contemplate.
