I used to know this badass quote about counterinsurgency warfare. It described how in long duration conflicts, both sides should act like reverse personnel management on the other side by taking out the competent and protecting the incompetent on the enemy's roster. The idea seems relevant to these two droids being gifted to Farrell's Row by Tona Skywalker here.

Do you have a good reference about this quote, or the idea behind it? I don't pretend to have the experience to know if it's hot air or not.
